would it exist? I mean I don't know how its funded right now but I think its maintained by the state.

Ownership of the cables and lines would have to be established, but most of the servers are privately owned.  The cables are a bit odd because the companies that installed them do not own the land they're on/in.  Almost all were installed by private companies though, and a reasonable conclusion would be that they are owned by the company.

The government set standards and required that certain thing be connected a certain way for the defense network, which became the internet.  They own very little of it themselves though.

At the end of the day the internet is just a very large network connection. If you have a LAN in your home or office, who owns the cables? Now imagine connecting those LANs to others and ask the question again, and again ad infinitum.

I suspect much of the resiliency would not exist, not much money in it. 

Might have ended up being token ring as well..

It would almost definitely be different.
