Anarchism and Pandemics?

So.....after some reading on one of my favorite forums for preppers I came across an idea for a "new Underground Railroad" and one thing mentioned, was that in Pandemics, if an area is quarantined, no one is allowed in or out, which got me thinking. How would a stateless, anarchist society deal with pandemics to prevent the spread of the infection?

Each private landowner would decide whether or not to allow certain individuals to come onto their property. Nuff said.
Personally, I find the whole idea of quarantines to be ridiculous. Has there ever, in the history of man, been a successful, large-scale quarantine?
If a new virus comes out and is as lethal as the one in Outbreak, then there's nothing the government is going to do to stop it.

I'll sleep easier without a state to create a killer virus, than with a state to quarantine a virus.

If people come to my land they will submit to quarantine, leave, or die, that simple.
